BEIJING, Sunday, March 5,2006— China's new "historic task" is to narrow the gap between rich and poor and improve the economy of the country's vast but still poor rural areas, Prime Minister Wen Jiabao said in a national address Sunday morning.
Wen said officials must find a way to make sure that the two-thirds of China's 1.3 billion people who live in rural areas share the quick economic growth that has mostly taken place in urban regions.
"We need to see clearly that there are many hardships and problems in economic and social life," he said in the televised address before the National People's Congress. Some deeply seated problems that have built up over a long time have yet to be solved, and new problems have occurred that cannot be ignored (忽视)."
Wen focused a large section of his speech on the recently announced effort to build a "new socialist countryside", in which the central government has promised to spend more on agricultural and rural basic construction and social services for the country's 800 million farmers and rural residents.
He said the government had decided to put US$42.3 billon i n such spending this year, an increase of 14.2 per cent over 2005. That rate of growth is not particularly high for a country that recorded 9.9 per cent economic growth last year.

Three members of an international crime ring had been arrested and were being brought to Will Ketchum's office for questioning.
"What do we know about these three?" the Inspector asked. "Are they South Americans?"
"All I know about them so far is what Officer Tall told me before he went off duty," said Sergeant Zupp. "He understands Spanish and that's what they speak, though they seem to know some English. From what he heard by chance, two of them are brothers named Malo, and the other is called Bueno."
"I've heard of the Malo brothers," said the Inspector.
"I don't know which two are the brothers," continued the Sergeant, "but Officer Tall told me he'd heard the Malos agree not to give a truthful answer to any question we asked. Bueno said it was hopeless and he was going to tell the truth. I guess the Malos are going to be out to confuse us."
The Inspector had the men brought in. He asked the bald one whether his name was Bueno or Malo. The man mumbled a reply and before the Inspector could repeat the question, the others answered.
"He says his name is Bueno," volunteered the thin one.
"He says his name is Malo," said the fat one.
The Inspector turned to Sergeant Zupp. "They're clearly keeping to their plan about who is telling the truth and who is lying. Take the brothers back to their cell and leave Bueno here with me."
