摘　要

准公共物品作为人类公共利益的载体，是满足公共需求、实现公共利益的重要途径。目前，国内外存在的准公共物品的供给模式中，有政府供给模式、市场供给模式和混合(政府企业化)供给模式。本文运用宏观和微观相结合、量化分析和动态对比分析结合的方法，指出：由于人们对公共物品的需求不同和政府失灵、市场失灵的存在，因此，政府机制、市场机制并不能完全实现准公共物品的有效供给。为了弥补政府供给和市场供给的不足，通过以自愿求公益的志愿事业机制提供公共物品，便能更好的满足准公共物品的基本需求。

本文首先对现存的各种准公共物品的提供模式进行分析，充分论证了各种模式的优劣，而后对志愿事业机制的提供模式着重分析，并提出了相应途径。志愿事业机制作为对政府机制、市场机制的补充，利用自身的以满足公共需求、实现公共利益为目的特点，充分有效的实现了准公共物品的供给。

Abstract

The Quasi-public goods as the vector of public interest, it’s an important way to meet the need of public and to achieve the public interest. During the current supply mode of public goods both at home and abroad, there are government supply model, market supply model and blended (government enterprise) model. In this paper, it uses the method of the combination of macro and micro, and the quantitative analysis and comparative analysis ,made that due to people’s different needs of public goods and government failure , market failure ,the government ,market mechanisms can not achieve effective the supply of public goods. So through voluntary mechanisms voluntary undertaking to provide public goods, can better meet the basic needs of quasi-public goods.

This article first analyses every public goods supply model, it fully demonstrated the advantages and disadvantages of various models ,and then focuses on the voluntary business model, and puts forward ways. That the voluntary mechanism as the reserve to the government, market mechanisms, use its own advantages that to meet public demand and for the purpose of achieving the public interest, give the full and effective implementation of the quasi-public goods supply.
