随着全球经济一体化的进程，世界各国的贸易往来不断深入，贸易保护主义的阴霾也日益弥漫。许多国家的政府在日益关注环境、资源和消费者的同时，也在以维护本国消费者的权益之名设置诸如卫生检疫、商品包装等越来越多的绿色贸易壁垒。

我国加入世界贸易组织三年多来，绿色壁垒已日益成为我国农产品进入国际市场的主要障碍。同时，这种障碍也逐步反映出农产品竞争的实质是质量的竞争。农产品的质量状况，特别是质量的安全水平，是决定农产品国际竞争的关键因素。

文章运用笔者在大学国际经济与贸易专业所学知识，在参考国内大量文献、期刊等资料的基础上，首先详细介绍了绿色壁垒的内涵、种类和表现形式等基本概念。

然后，结合本国农产品出口现状，就农产品出口遭遇绿色壁垒的范围、规模、程度和原因等问题进行探讨。

接着，对农产品出口产生的正负两方面影响进行全面分析后，提出一系列较为可行的解决绿色壁垒限制的方案和措施。

最后，以河间市中鸿农产品有限公司为例，分析绿色贸易壁垒对此公司的影响及此公司的应对策略。

本着以企业为中心，扎实提高农产品自身质量。同时，企业与政府，企业与行业之间相互依托、紧密联系，以提高全民绿色环保意识，完善农产品出口经营模式为切入点，进一步化解绿色壁垒对我国农产品出口带来的负面影响。

本文特别之处在于引用较多真实数据和新鲜案例，就农产品出口所面临的绿色壁垒现状做了较详细的阐述，以使各位读者对我国农产品的外贸现状有较为客观的了解，同时也希望本人的研究可以对日后我国农产品出口突破外国绿色壁垒的障碍有所帮助。

ABSTRACT

With the process of global economic integration, the trade contacts of the countries all over the world is being deepened constantly, the haze of trade protectionism fills the air day by day too. The governments of a lot of countries are while paying close attention to the environment and resources and consumer day by day, set up more and more green trade barriers such as health quarantine, commodity packaging etc. with the name

of safeguarding national consumers' rights and interests too.

Our country joins WTO over the past more than three years, the green barrier has already become the main obstacle of entering the international market of agricultural product of our country day by day. Meanwhile, this kind of obstacle reflects progressively too the essence of competition of agricultural products is a competition of the quality. The quality state of agricultural products, especially the security level of quality, is a key factor of determining international competition of agricultural products.

This text uses authors in the knowledge that University's international economics and trade special study, on the basis of consulting such materials as domestic a large number of documents, periodicals, etc., the first, I have understood such concepts as the intension, kind and form of expression of the green barrier, etc.

In detail, combine national agricultural products and export the current situation, export such questions as the experience range, scale, degree and reason of a green barrier, etc.

Then, I carry on the discussion on agricultural products, and the positive and negative influence after going on in an all-round way analysis to agricultural product different fields that export produce and then, put forward a series of corresponding solutions and measures.

Finally, with  Hejian zhonghong agricultural products Co., LTD. For example, analyzed the green trade barriers to the impact of the company and the company' strategy.

Regard enterprise as the center, improving the quality of agricultural products themselves sturdily. Meanwhile, the enterprise and government, rely on each other between the enterprise and trade, get in touch closely, in order to improve the whole people's green environmental consciousness, perfect agricultural products and export the management mode as the breakthrough point, dissolve the negative effect that the green barrier brings to the export of agricultural product of our country further.
